Abstract

[fre] Pour le Bureau international du travail (BIT), les chômeurs doivent satisfaire à des conditions strictes : rechercher effectivement un emploi, être disponible pour l'occuper, n'exercer aucune activité professionnelle. Il y avait ainsi 2 448 000 chômeurs au sens du BIT en mars 1 986. Autour de ce noyau, gravitent d'autres personnes qui forment, en quelque sorte, le halo du chômage. Ainsi, sur les 2 518 000 personnes affirmant être au chômage quand on leur pose la question, 1 5 % ne sont finalement pas retenus dans le chômage BIT. À l'inverse, plus de 200 000 personnes qui ne se déclarent pas chômeurs d'emblée, recherchent en fait du travail, et feront partie des chômeurs selon la norme internationale. [eng] Unemployment and its halo - For the International Work Office (Bureau international du travail - BIT), unemployed workers must comply with a certain number of strict conditions: the must really look for a job, be available to accept one, and not undertake any other professional activity. In March, 1 986, there were 2,448,000 unemployed workers according to the BIT's criteria. Other persons revolve around this core, forming, in a way, unemployment's halo. Thus, out of the 2,51 8,000 people who claimed to be unemployed when the question was posed, 1 5% were finally not retained in the BIT figure. Inversely, more than 200,000 people who did not immediately claim to be unemployed in fact are looking for work and will be included in the category " unemployed " according to the international norm. [spa] El desempleo y su halo - Para la oficina internacional del trabajo (BIT), los desempleados deben de cumplir con algunos requisitos estrictos : buscar en efecto un empleo, estar disponible para ocuparlo, no desempefiar ninguna actividad profesional. Asi pues eran 2 448 000 desempleados en el sentido del BIT en marzo de 1986. En torno a este núcleo gravitan otras personas que forman de alguna mariera el halo del desempleo. Así pues, de las 2 518 000 personas que afirman encontrarse sin empleo cuando se les plantea la cuestión, el 15 % de ellas no esté finalmente retenido entre los desempleados del BIT. A la inversa, más de 200 000 personas que no se declaran de golpe desocupadas, buscan de hecho trabajo y formarân parte de los desocupados segûn la norma internacional.
