L'incidence macréconomique des dépenses d'investissement : l'exemple de la RATP

Abstract

[spa] Incidencia económica de los gastos de inversion : el ejemplo de la RATP - A parte de su utilización di recta, la inversion de las grandes empresas públicas tiene un impacto macroeconómico nada despreciable. El modelo PROPAGE se utilizó para analizar este impacto en el caso de la RATP (Administraciôn autônoma de transportes parisinos). Las simulaciones ponen de manifiesto que el impacto es sumamente más positivo en cuanto a gastos de equipo de la Administración antecitada que respecto a ostros gastos equiparables. Ello es debido al escaso contenido de importaciones de los equipos adquiridos por la RATP. La adquisición de material móvil tendría sobre un perfodo de cinco años un impacto de menor importancia que los demas gastos de equipo : extension y modernización de la red, mejoramiento de la explotación. Finalmente, y siempre desde el punto de vista macroeconómico, el modelo aboga por un autofinanciamiento de la inversion, el cual echaría mano a los usuarios. [eng] The macroeconomic incidence of investment expenditures : the example of the RATP - Apart from their primary use, the investment of the public firms have a non negligible macroeconomic impact. The PROPAGE model was used to analyse this impact in the case of the RATP. The simulations show that the impact is quite better with the equipment expenditures of the RATP than with any other similar expenditures. This is due to the small part of importations in the equipments bought by the RATP. Buying rolling-stock would exert, over five years, a less important impact than the other equipment expenditures : network extension and modernization, exploitation improvement. At last, and still from a macroeconomic point of view, the model pleads in favour of a financement that would be supported by the users. [fre] En dehors de leur utilité directe, les investissements des grandes entreprises publiques ont un impact macroéconomique non négligeable. Le modèle PROPAGE a été utilisé pour analyser cet impact dans le cas de la RATP. Les simulations montrent que l'impact est sensiblement plus positif pour les dépenses d'équipement de la Régie que pour d'autres dépenses comparables. Ceci est dû au faible contenu en importations des équipements achetés par la RATP. L'achat de matériels roulant exercerait sur cinq ans un impact moins important que les autres dépenses d'équipement : extension et modernisation du réseau, amélioration de l'exploitation. Enfin, toujours sous l'angle macroéconomique, le modèle plaide pour un autofinancement de l'investissement qui mettrait à contribution les usagers.
