Abstract

[spa] El efecto del tercer hijo - El nacimiento de un tercer hijo trae consigo diversas consecuencias respecto al ingreso del que dispondrá en definitiva la familia; las dos de mayor consideracion son el otorgamiento de subsidios familiar es más elevados y la aminoración impositiva a raiz del coeficiente familiar. El intento de este estudio consiste, mediante convención, en simular sobre un período de 24 años los efectos de la legislación tal como se presenta en 1980 con el objeto de equiparar los ingresos disponibles medios durante este período cobrados por familias-tipo de dos y tres hijos. Y a que el efecto del coeficiente desempena un papel a la inversa del de los subsidios familiares, al elevarse uno en la jerarquía de los ingresos, esfactible comprobar, en especial, que los hogares cuyocabeza de familia es obrero y cuya esposa no ejerce actividad alguna no se benefician del alzadel coeficiente familiar de media cuota para el tercer hijo. Por lo general, fuere cual fuere la categoría de la familia-tipo, y que se contemple o no un cese de actividad por parte de la madré de familia, el ingreso disponible reducido a las unidades de consumo de la familia se verifica aminorado a pesar de los efectos de medidas familiares en el momento de nacer en la familia el tercer hijo. [eng] The « Third Child » Effect - The birth of a third child has various consequences on the income which the family will ultima- tely have; the two major consequences are the increases in the family allowance and the income- tax relief due to the « family quotient ». This study conventionally simulates over a period of 24 years the effects of legislation as it was in 1 980 in order to compare the average available income over this period for sample families of two or three children. As the effect of the family quotient is inverse to that of family allowances the higher one goes on the income scale, it emerges notably thatsamplefamilieson which the head of thefamilyisablue-collar worker and the wife is unemployed do not benefit from the raising of the family quotient by half a part for the third child. In general, whatever the category of the family, and whether the mother works or not, the available income, expressed as the consumption units of the family, will be reduced when the third child is born in spite of the effects of family assistance measures. [fre] La naissance d'un troisième enfant a des conséquences diverses sur le revenu dont disposera en définitive une famille; les deux principales sont l'octroi de prestations plus importantes et la réduction d'impôt par l'application du quotient familial. La démarche de l'étude consiste par convention à simuler sur vingt-quatre ans les effets de la législation telle qu'elle se présente en 1980 afin de comparer les revenus disponibles moyens sur cette période de familles-types de deux et trois enfants. L'effet du quotient jouant en sens inverse de celui des prestations lorsque l'on s'élève dans la hiérarchie des revenus, on constate en particulier que les familles dont le chef est ouvrier et l'épouse inactive ne bénéficient pas du relèvement du quotient familial d'une demi- part pour le troisième enfant. D'une façon générale, quelle que soit la catégorie de la famille-type et que l'on envisage ou non une cessation d'activité de la mère, le revenu disponible ramené aux unités de consommation de la famille se trouve amoindri malgré l'effet des mesures familiales lorsque naîtra un troisième enfant.
