Abstract

[fre] Afin d'analyser la stratégie des entreprises industrielles en matière de recours au travail temporaire le Centre d'Études de l'Emploi a interrogé 176 établissements industriels de plus de 100 salariés localisés dans les Hauts-de-Seine, la région Rhône-Alpes, la région Provence - Côte-d'Azur et l'agglomération bordelaise. La synthèse des résultats se dégageant de l'exploitation des questionnaires et des informations obtenues lors des interviews conduit aux propositions très qualitatives suivantes. Le recours au travail temporaire le plus important est le fait d'établissements fabriquant des biens d'équipement et ayant des marchés d'État, principalement dans les secteurs de la construction électrique, électronique et de l'aéronautique. Dans les grands établissements appartenant à des groupes, l'appel aux agences d'intérim permettrait d'ajuster très strictement les effectifs permanents au volume de la production. Dans d'autres établissements ce recours conduirait à confier à des travailleurs temporaires la plupart des services annexes à la production. Enfin l'appel à ces agences permettrait de pallier les difficultés de recrutement d'ouvriers qualifiés que connaissent des petits et moyens établissements n'appartenant pas à des groupes'ou ayant une politique salariale peu attractive. [eng] The roles of temporary staff agencies in industry - In order to analyze the strategy of industrial firms regarding the use of temporary help the Centre d'Etudes de l'Emploi took a survey of 176 industrial plants having over a hundred employees in the Hauts-de-Seine, the regions of Rhône- Alpes and Provence -Côte-d'Azur, and the area of Bordeaux. The synthesis of the results of questionnaires and information obtained in interviews made it possible to give certain general indications. The greatest use of temporary help is found in the sectors of electrical, electronic, and aeronautic manufacturing. In large plants belonging to industrial groups, the use of temporary staff agencies appears to allow a more accurate adjustment of the permanent staff to the volume of production. In other firms, temporary employees are given the majority of tasks not directly related to production. Lastly, the use of temporary staff agencies makes it possible to relieve some of the difficulties which small and medium-sized firms which are not a part of a larger group or which offer relatively low salaries encounter in recruting qualified personnel. [spa] Papeles desempeñados por el empleo temporario en la industria - Con objeto de analizar la estrategía de las empresas industriales que recurren a personal interino, el Centre d'études de l'Emploi (Centro de estudios del empleo) interrogó a 176 empresas industriales que cuentan más de 100 asalariados, localizadas en las regiones de Hauts-de-Seine, Ródano- Alpes, Provenza-Costa-Azul y conglomerado de Burdeos. La sfntesis de los resultados que se desprenden de la explotación de los cuestionarios y de los datos recogidos durante las entrevistas con los encuestados encarrila a las siguientes proposiciones sumamente cualitativas. Las empresas que recurren mayormente a personal interino son las que fabrican bienes de equipo y que tienen contratos estatales especialmente en los sectores de construcción eléctrica, electrónica y aeronáutica. En las grandes empresas que forman parte de grupos industriales, el recurrir a personal interino permitida ajustar estrictamente el número de trabajadores permanentes en conformidad con el volumen de la producción. En otros establecimientos, este recurso inducida a encomendar a personal interino la mayoda de los servicios anejos de producción. Finalmente, el recurrir a agendas que propordonan personal interino permitida superar los problemas que plantea el contratar a obreros calificados en las pequenas y medianas empresas que no forman parte de grupos o las que practican una política asalarial poco atractiva.
