Les transports urbains en province

Abstract

[fre] L'analyse porte très précisément sur l'évolution, en matière d'offre et de financement, de 73 réseaux de transports collectifs urbains en province, de 1967 à 1975; ces 73 réseaux fonction nent dans 72 agglomérations de plus de 50 000 habitants, et concernent 83 % de la population correspondante. La période d'étude peut se décomposer sommairement en deux : régression de l'usage jusqu'en 1973, relance ensuite. Sur les neuf années soumises à examen, les réseaux s'étendent au détriment de la fréquence des autobus, tandis que le taux de fréquentation diminue. Le parc de véhicules s'accroît, sa productivité stagnant, tandis qu'à une stabilisation des effectifs correspond une productivité en augmentation. Une autre conclusion de cet article est que les tarifs sont restés stables, en francs constants de 1967 à 1975; parallèlement, le besoin de financement a décuplé, malgré un effort considérable des collectivités locales pour contribuer aux charges d'exploitation, et surtout pour développer les investissements (matériels, bâtiments et ouvrages). Par type d'agglomération, il convient de relever le caractère spécifique des réseaux des villes de 100 000 à 300 000 habitants, qui apparaissent, tout au long de l'étude, comme un exemple à suivre. [eng] Urban Transportation in Provincial France - This article focuses upon the evolution and the means of financing them, of 73 public urban transportation networks in provincial France. These networks are in operation in 72 cities of over 50 000 inhabitants and are used by 83 per cent of their population. The period being studied can be broken down into two basic phases : a decline in use through 1973, and a recovery of the situation since that time. Throughout the 9 year period under study, the networks were expanded to the detriment of frequency of buses, while simultaneously the rate of use declined. The existing stock of cars grew, although its productiveness stagnated; however, a stabilization of personnel meant that productivity increased. A further conclusion of this article is that fares have remained stable, in constant francs, from 1967 to 1975; at the same time, the need for financing has grown by a factor often in spite of major efforts on the part of municipal authorities to contribute to operating costs and, above all, to increase investments (equipment, construction, and improvements). Within the different categories of city, special attention has been given to the transportation systems of cities of 100 000 to 300 000 inhabitants, which throughout this study have emerged as an example to be followed. [spa] El transporte urbano en provincias - El análisis trata, de manera precisa, de la evolución en materia de oferta y de financiamiento, de 73 redes de transporte público urbano en provincias, de 1967 hasta 1975; estas 73 redes funcionan en 72 conglomerados que rebasan los 50 000 habitantes y que conciernen el 83 % de la población correspondiente. El período abarcado por el estudio puede disgregarse someramente en dos perfodos : ralentización hasta 1973, reactivación a continuación. Durante los nueve anos examinados, las redes se fueron extendiendo en perjuicio de la frecuencia del servicio de autobuses, mientras que la tasa de frecuentación fué decreciendo. El parque de vehículos se incrementó ya que su productividad se fué estancando, mientras que a una estabilización de su número correspondía una productividad acrecentada. Otra conclusion sacada de este artículo es que las tarifas permanecieron estables, en francos constantes, de 1967 hasta 1975; al mismo tiempo, la necesidad de financiamiento duplicó, a pesar del considerable esfuerzo que intentaron las colectividades locales a fin de contribuir a los gastos de explotación y, más que todo, con objeto de désarroi lar las inversion (material, edificación y obras). Conviene senalar, por categorfa de ciudades, el carácter específico de las líneas de transporte en las poblaciones de 100 000 a 300 000 habitantes, las que estan presentadas a lo largo del estudio a modo de ejemplo digno de imitación.
