Aide publique et développement économique régional ?

    [eng] Public aid and regional economic development - There are several forms of aid to regional industrial development besides subsidies, which include regional development premiums and decentralization allowances, there are reduced rate loans and tax aids. Evaluating the aggregate cost of such aids assumes that one determines which normal fiscality and which normal rate of interest firms would have undergone (or would have to undergo) in case of a lack of aid. On the whole, the decisions arrived at with regard to aids considered in the present study lead (or will lead) to financial commitments whose cost was more or less multiplied by 3 in a ten-year interval. Finally, in the last part of the article, the author applies himself to evaluate the effects upon employment of some of the above-mentioned aids. [spa] Ayuda estatal , y desarrol lo económico regional - Son diversas las formas de ayuda en pro del desarrollo industrial regional : además de los subsídios del Estado que comprenden primas de desarrollo regional y las indemnizaciones de decentralización, existen prestamos de interés reducido otorgados por el FDES y las « Sociétés de Développement Régional » así como ayudas fiscales. Estimar el coste global de dichas ayudas presupone que se determina cuales hubieran debido de ser la fiscalidad normal y el tipo de interés normal que hubieran tenido que soportar las empresas ante la carencia de subvención. En total, las decisiones que se tomaron con relación asubvenciones examinadas en el presente estudio encarrilaron (o encarrilaran en el futuro) a compromisos financieros cuyo coste se multiplicó por 3, poco más o menos, en el transcurso de diez afios. Al fin, el autor pone su empeno en la ultima parte del trabajo en hacer una estimación de la influencia que tienen sobre el empleo algunas de esas ayudas estatales. Évaluer le coût global de ces aides suppose que l'on détermine quels auraient dû être la fiscalité normale et le taux d'intérêt normal qu'auraient eu à supporter les entreprises en l'absence d'aide. Au total, les décisions prises en ce qui concerne les aides examinées dans cette étude ont conduit (ou conduiront) à des engagements financiers dont le coût a été approximativement multiplié par 3 en dix ans. Enfin, c'est à estimer l'influence sur l'emploi de certaines de ces aides que s'attache l'auteur dans sa dernière partie.
