Abstract

[spa] Acerca de algunas desigualdades entre inquilinos por Pierre Durif et Sylvie Berniard . El mercado del alquiler en Francia es heterogéneo. La intervención de las Autoridades por medio de diversas reglamentaciones excluye en efecto la existencia de un sistema único en materia de renta. Asf pues se manifiestan entre categorías de inquilinos distorsiones a veces considerables. . Se intenté cifrar las consecuencias de taies disparidades mediante la encuesta nacional de la vivienda de 1967 : las transferencias implícitas y explicitas que resultaron de estas disparidades fueron llamadas ventajas. . En 1967, la masa de las ventajas de las que disfruta el conjunto de los inquilinos equivalfa al volumen de los alquileres netos (subsidio pro vivienda o de alquiler deducido eventual mente) pagados por los hogares. . Los principales beneficiarios son los inquilinos de los H.L.M. (Viviendas de renta limitada) y de viviendas sometidas a la Ley de 1948. Por lo general, las distorsiones resultan más importantes según el grado de comodidades de la vivienda. . Este cálculo permite por otra parte avaluar el carácter social de las diversas intervenciones estatales : la carencia de unidad del mercado no résulta provechosa tan solo a los que disponen de ingresos medicos. De plus, elle entraîne une forte disparité des efforts pour se loger que l'aide personnalisée ne permet pas de compenser. The main beneficiaries are the tenants of H.L.M. (low rental housing) and housing under the 1948 Act. In general, the distortions are greater where the housing is provided with amenities. . This calculation also makes it possible to assess the social character of various State interventions; the absence of a unified market does not uniformly help low income earners. Furthermore, it involves wide disparity of effort to go into lodgings, which personalized aid is not able to offset.
