Prestations sociales, impôt direct et échelle des revenus

Abstract

[fre] Le revenu dont disposent les ménages pour leurs achats ou leur épargne ne s'identifie pas à celui qu'ils tirent directement de leur activité. Entre ce dernier (le revenu primaire) et le revenu finalement disponible s'interposent divers « transferts » dans les deux sens : des revenus complémentaires (pensions, allocations familiales, etc.) et des prélèvements (impôts). Globalement le revenu disponible des ménages était en 1965 de 23 % supérieur au revenu primaire. Mais ce chiffre est global : il y a entre les catégories de ménages de grandes différences. On a donc essayé ici d'analyser ces différences et l'effet des « transferts » sur l'échelle des revenus moyens. Ceci a été possible en raison de l'existence de données comparables pour les années 1956, 1962 et 1965. On constate, que les revenus moyens des ménages sont beaucoup moins dispersés au niveau du revenu final, c'est-à-dire du revenu après transferts et impôts, qu'au niveau du revenu primaire. Les « transferts » ont donc opéré un resserrement de l'éventail des revenus moyens. Par ailleurs l'éventail des revenus finals s'est resseré au cours de la période étudiée. [eng] The income at the disposal of households for their consumption or saving is not identical with the income directly earned by their activity. Various « transfers» in both directions intervene between the latter (the primary income) and the income finally disposable, such as complementary incomes (pensions, family allowances, etc.) and levies on income (taxation). In the aggregate the disposable income of households in 1965 was 23 % higher than primary income. But this is an aggregate figure; there are wide differences between different categories of households. An attempt is therefore made here to analyse these differences and the effect of « transfers » on the scale of average incomes. This has been possible owing to the existence of comparable data for the years 1956, 1962 and 1965. It is found that the average incomes of households are much less dispersed at the level of final income, i.e. of income after transfers and taxation, than at the level of primary income. « Transfers » have therefore narrowed the range of average incomes. The range of final incomes has also narrowed over the period under review. Pero esta cifra es global : existe entre cat ego rf as de hogares desigualdades asi como las consecuencias de las « transferencias » en la escala de los ingresos medios. Ello fué factible mediante datos comparables para los afios 1956, 1962 y 1965. Se puede comprobar que los ingresos medios de los hogares son mucho menos dispersos a nivel del Ingreso final o sea del ingreso tras transferencias e impuestos que a nivel del ingreso primario. Por lo tanto, las « transferencias » han sufrido un encogimiento del « abanico » de los ingresos medios. Por lo demás, el « abanico » de los ingresos finales se ha encogido durante el perfodo examinado.
