Abstract

[fre] L'ensemble des conséquences d'une implantation industrielle est difficile à mesurer. Les premiers emplois créés en entraînent toujours de nouveaux et la population active ne s'installe jamais sans que des inactifs l'accompagnent. De cet accroissement de population résulte une augmentation de la demande auprès des services et des commerces, donc de l'emploi dans ces branches. . A Fos-sur-Mer près de Marseille, où un vaste complexe Industrîalo-portuaire se crée de toutes pièces, la mesure est particulièrement difficile. Il fallait pourtant procéder à des évaluations pour orienter les installations d'industries et les implantations d'équipement. . Les auteurs estiment notamment que la création de 18 000 à 40 000 emplois, selon que se réalise l'ensemble des projets ou seulement les plus certains d'entre eux, peut à terme (1985) entraîner l'emploi de 80 000 à 200 000 travailleurs et faire vivre 210 000 à 540 000 personnes. . Les revenus des ménages correspondants représenteraient alors 3 à 8 milliards de francs 1962. Un premier calcul de rentabilité financière pour les collectivités locales concernées est d'autre part effectué selon diverses hypothèses. . [eng] It is difficult to measure the full consequence of an industrial installation. The first job created always involve fresh ones, and a work force is never installed unless it is accompanied by inactive members of the population. This growth of population results in increased demands for services and commerce, and therefore in increased employment in those branches. . At Fos-sur-Mer, near Marseille, where a vast industrial and port complex is being created from scratch, measurement is particularly difficult. Estimates nevertheless had to be made, in order to guide the installation of industries and the layout of public utilities. The authors estimate, in particular, that the creation of 18,000 to 40,000 jobs (according as all projects are realised, or only the most certain among them) may ultimately (1985) involve the employment of 80,000 to 200,000 workers and provide a living for 210,000 to 540,000 people. . The corresponding incomes of households would then represent 3 to 8 billion 1962 Francs. A first calculation of financial return for the local authorities concerned is also made, on various assumptions. . Of a failry new type, the form of the study is presented by the authors as an example which might be useful for a good deal of prospective work in the matter of territorial development.
