Abstract

[eng] This article offers a theoretical and empirical assessment of the characteristics of France’s short-and medium-term external adjustments to temporary, unexpected terms-of-trade shocks. We base our theoretical analysis on an innovative synthesis of (1) the intertemporal approach to the current-account balance and (2) conventional trade-balance models. The analysis begins by identifying Marshall-Lerner conditions expanded to the intertemporal framework and to Economic and Monetary Union (EMU). We then assess the conditions using a robust estimate of the model’s key parameters and inter-and intra-temporal elasticities of substitution. The simulations of the expanded Marshall-Lerner conditions indicate that the euro’s introduction has dampened the impact of terms-of-trade shocks on the French current account. Moreover, intertemporal (or income) smoothing effects explain the dynamics of French external accounts better than substitution effects. [fre] L’objectif de cet article est d’évaluer, d’un point de vue théorique et empirique, la nature des ajustements externes à court-moyen terme en France lors de chocs temporaires et non anticipés sur les termes de l’échange. En s’appuyant sur une synthèse originale de l’approche intertemporelle de la balance courante et des modèles traditionnels de balance commerciale, l’analyse théorique permet, tout d’abord, de dégager des conditions de type Marshall-Lerner élargies au cadre intertemporel et de l’Union économique et monétaire (UEM). Ces conditions sont ensuite évaluées à partir d’une estimation robuste des paramètres-clés du modèle, les élasticités de substitution intertemporelles et intratemporelles. Les simulations des conditions Marshall-Lerner élargies stipulent que l’introduction de l’euro a diminué l’impact des chocs des termes de l’échange sur le compte courant de l’économie française. De plus, la dynamique de ses comptes externes est mieux expliquée par les effets de lissage intertemporels (ou revenu) que de substitution.
