Abstract

[eng] This study assesses the impact of EU regulation 1726 / 2003 restricting the use of single-hull tankers in favour of double-hull tankers , seen as being safer , by comparing the additional economic costs induced and the expected diminution in the number of oil spills . It emerges that this regulation is of positive benefit for Europeans but results in shifting the risk of catastrophe onto the other regions of the world . Worldwide application of this regulation would permit a significant reduction in the risk of oil spills by 2015 . However the net social economic impact would be negative and would probably remain so even if the valuation attached to the average damage caused by oil spills adopted in this study (euros 700 million and euros 1,5 billion ) were significantly increased . [fre] Cette étude évalue l ’ impact du règlement communautaire 1726 / 2003 restreignant l ’ usage des pétroliers simple coque au profit des double coque , jugés plus sûrs , en comparant les surcoûts économiques induits et la diminution attendue du nombre de marées noires . Il en ressort que ce règlement est positif pour les Européens mais a pour effet de déplacer le risque de catastrophe dans les autres régions du globe . L ’ application mondiale de ce règlement permettrait de réduire significativement le risque de marée noire d ’ ici 2015 . Toutefois , son bilan socioéconomique semble négatif et le demeurerait vraisemblablement , même si les niveaux de valorisation des dommages moyens des marées noires retenus dans cette étude (soit 700 millions d ’ euros et 1,5 milliard d ’ euros ) étaient significativement réévalués.
