Cet article étudie les problèmes posés par le critère de l'offre économiquement la plus avantageuse lors de la passation des marchés, lorsque la qualité des produits est observable. La procédure optimale est caractérisée dans le cas où les entreprises peuvent fournir tous les niveaux de qualité, puis lorsque la qualité fournie par chaque entreprise est une variable exogène connaissance commune. Les procédures permettant de mettre en œuvre ces règles optimales sont ensuite caractérisées. Dans un dernier temps, nous supposons que les entreprises peuvent agir sur le niveau du coût de fourniture de la qualité par un effort. This article examines problems arising from the criterion for determining the best bids in tenders where the quality of products can be observed. The optimum procedure is one where bidders can provide all levels of quality and where the quality provided by each bidder is a publicly known exogenous variable. Then we describe tender procedures that make it possible to implement optimum rules and we conclude by assuming that bidders' efforts can influence the cost of supplying quality.
