Abstract

Long range transformations of accumulation systems and regulation procedures are studied in the context of French growth. Until the end of the 1930s, accumulation remained principally extensive and the productivity gains of the 1920s were primarily related to catch-up following World War I. Regulation of wages and prices remained broadly competitive and heavily dependent on fluctuations in economic activity. Only after the Second World War did the intensive accumulation system really flourish in France, entailing an unprecedented acceleration of productivity. The transition to more monopolistic regulation also took clear shape while labor relations underwent a sea change with wages becoming more independent of the ups and downs of economic activity, escalation being generalized, and more weight being assigned to indirect wages. In regard to prices and profit, a margin behavior characteristic of monopolist regulation prevailed. . These changes are compatible with a degree stability of the lang range wage/profit allocation which appears to be necessary for the over-all reproduction of the system. Les transformations en longue période des régimes d accumulation et des procédures de régulation sont étudiées dans le cadre de la croissance française. Jusqu'à la fin des années 1930 l'accumulation demeure principalement extensive et les gains de productivité des années 1920 sont surtout liés à un phénomène de rattrapage consécutif à la première guerre mondiale. La régulation des salaires et des prix reste largement concurrentielle avec une forte dépendance vis-à-vis des fluctuations de l'activité économique. Ce n'est qu'au lendemain de la seconde guerre mondiale que le régime d'accumulation intensive s'épanouit véritablement en France, entraînant une accélération sans précédent de la productivité. Le passage à une régulation plus monopoliste se dégage également avec netteté tandis que les relations sociales connaissent de profondes modifications, les salaires deviennent plus indépendants des pulsations de l'activité économique, l'indexation de fait se généralise, la place des salaires indirects s'accroît. De même, en matière de prix et de profit, s'affirme un comportement de marge très caracténstque de la régulation monopoliste. . Ces transformations sont compatibles avec une certaine stabilité du partage salaires-profits en longue période qui apparaît nécessaire pour assurer la reproduction d'ensemble du système.
