Abstract

[fre] Le Parlement roumain a voté le 15 juin 1947 un plan de redressement économique et financier, qui assigne à chacune des branches d'activité roumaines un objectif déterminé. Il ne s'agit pas en l'occurrence d'une véritable planification. D'une part, en effet, la Roumanie n'a pas procédé à la socialisation de tous les moyens de production ; d'autre part les directives données par le plan sont très imprécises et le plus souvent les auteurs du plan se bornent à émettre des suggestions ou des vœux et n'entrent pas dans le détail d'application des mesures envisagées. Ce plan marque toutefois une étape dans la reconstruction économique de la Roumanie. Il montre un effort sérieux pour coordonner les mesures de redressement économique prises jusqu'ici en ordre dispersé, mais son application soulève de grosses difficultés tenant surtout à la situation financière dans laquelle se trouve la Roumanie.
