J.-B. Say et les colonies ou comment se débarrasser d'un héritage intempestif ?

Abstract

[fre] Les premières réflexions de J.B. Say au sujet des colonies sont associées au problème de l'esclavage. En effet, la question du caractère rentable ou non de l'esclavage conduit J.B. Say à poser celle du caractère rentable ou non des «îles à sucre» (1). Le système colonial (anglais) apparaît alors comme la cause (ou l'effet) d'un déséquilibre structurel, le secteur manufacturier ne pouvant trouver d'autres débouchés que ceux des colonies (2). Dans une troisième partie l'article se propose de montrer l'évolution de la pensée politique de Say à l'égard du système colonial britannique : si le conflit militaire lui semble approprié dans les premiers textes, une attitude plus prudente l'incite à faire confiance aux intérêts dans les derniers. [eng] J.B. Say's first considerations about colonies are related to the slavery question. The problem of profitability in slaves employment induces J.B. Say to call into question the colonial system (1). British colonial system seems to be the cause (or the effect) of a disequilibrium. For manufactures need colonies as a débouché (2). J.B. Say's political thought about british colonial system is studied in the third part of this article. J.B. Say moves from being in favour of a military solution to a more peaceful (and economical) solution.
