Change in the EU Budget after 2014 and Reforms of the EU Policies

Abstract

The multiannual financial framework declares the political priorities of the European Union in terms of their financial dimension. Negotiations over the future shape of a seven-year framework that was presented by the European Commission last year are currently held. This article deals with the shape of the new financial perspective for the period from 2014 to 2020 from several point of view. Firstly, an approach of the European Commission, which is analyzed in comparison with the previous proposal of 2004 and also according to background of the results of negotiations between Member States and a framework approved by the European Parliament and the Council, is evaluated. Secondly, attention is focused on the potential change in the nature of budgetary policy with an emphasis on the design of two major spending policies and reforms that should be implemented after 2014.
