Digitalizarea administratiei publice din Romania intre nevoile si aspiratiile unei societati moderne a secolului XXI

Abstract

Demersul isi propune sa evalueze, in lumina radiografiei obiective efectuate la nivel european, pe baza Indicelui economiei si societatii digitale (DESI) ), stadiul informatizarii societatii romanesti, cu predilectie, actualitatea incidentei tehnologiei informatiei (IT) asupra spatiului administrativ national. Intr-o maniera descriptiva, avand ca repere inclusiv, bunele practici ale unora dintre statele UE etalon in materie, articolul isi propune sa identifice, deopotriva obstacolele intervenite in procesul digitalizarii administratiei publice din Romania, indeosebi a cauzelor care impiedica consolidarea unui autentic sistem informatic adecvat nevoilor unei societati moderne a secolului XXI, cu impact direct asupra calitatii furnizarii serviciilor publice oferite cetatenilor, dar si a posibilelor solutii care sa genereze beneficii reale activitatii administratiei publice, prin implementarea reala a conceptului de e-administrare. Fara a avea pretentia unui studiu exhaustiv, nefiind unul de stricta specialitate, ci un demers ce reflecta doar punctul de vedere al autorului, articolul se rezuma, la a prezenta, cu accente critice, in ciuda unor progrese vizibile, distanta inca mult prea mare dintre asteptarile cetatenilor romani, ca beneficiari ai serviciilor publice si realitatea, evident inca insuficienta si nesatisfacatoare a prestatiilor administratiei publice, pe coordonatele unei necesare si urgente transformari ce trebuie sa se produca in sanul societatii romanesti, in mod esential, a filosofiei administrative, dar si a modului efectiv de deservire a cetatenilor, gratie instrumentelor IT, de catre institutiile administrative.
