Cetateni inteligenti si administratie inteligenta intre drepturi si responsabilitati

Abstract

Lucrarea de fata isi propune se prezinte o analiza a stadiului de indeplinire a obligatiilor statului in dezvoltarea inteligenta a sistemelor publice ale autoritatilor locale, a competentelor cetatenilor precum si a modului in care sunt cunoscute si respectate drepturile fundamentale in procesul de elaborare si implementare a strategiilor de digitalizare locala. Dezvoltarea sustenabila si inteligenta a Romaniei are nevoie de modele teoretice dar si de bune practici in care sa fie valorificata respectarea drepturilor si libertatilor fundamentale. Sectorul public, serviciile administratiei publice locale trebuie sa se dezvolte si sa se modernizeze pentru o functionare inteligenta si digitala in folosul cetatenilor si cu sustinerea lor. Transformarea digitala prin debirocratizare si cu parcurgerea pasilor specifici – digitizarea (cu obtinerea de date) si digitalizarea trebuie sa aiba in vedere si garantarea drepturilor si libertatilor constitutionale. Respectarea legislatiei in materie de drepturi si libertati in procesul de obtinere a statutului de oras inteligent reprezinta un drept si o responsabilitate, in egala masura, pentru cetateni si decidenti. Identificarea si adoptarea politicilor, metodologiilor si practicilor de dezvoltare a sistemelor publice in perspectiva oraselor inteligente trebuie sa incorporeze armonios legislatia, tehnologia, predictibilitatea, fezabilitatea si acceptarea de catre cetatean ca punct final in curba unui nivel de asteptare realist. Este obligatia statului sa-si educe cetatenii si companiile cu privire la beneficiile oferite de tehnologia informatiei si de serviciile publice electronice, sa elaboreze planuri nationale pentru dezvoltarea competentelor digitale ale cetatenilor dar si in cadrul administratiei publice, sa elaboreze si sa implementeze masurile de reglementare, supraveghere si control ale procesului de digitalizare cu respectarea drepturilor si libertatilor fundamentale ale cetatenilor sai. In acest sens vor fi prezentate doua studii de caz si mijloacele de punere in aplicare, de catre doua primarii urbane, a strategiilor locale de digitalizare pentru optimizarea interconectarii dintre cetatean si serviciile publice.
