Optimul in administratia publica

Abstract

Activitatea umana moderna reclama desfasurarea sub semnul optimului. Administratia publica, mare consumatoare de resurse si generatoare de valori pe masura, nu trebuie sa constituie o exceptie. Dar optimul in domeniu prezinta particularitati care depind de semnificatia teoretica si practica a termenului, de aspectul referit si de tipul societatii respective. Mai mult, in prezent, administratia publica isi desfasoara activitatile intr- un context concurential, permanent in accentuare. In societatile cu adevarat democratice cetatenii au dubla calitate: de detinatori ai puterii (beneficiari) si de administrati; pot fi considerati (chiar si teoretic) ca fiind clienti? Pot fi asimilate teoriile economice referitoare la gradul de multumire/satisfacere. In incheiere se prezinta doua modele de optim de tip performanta/cost si utilizarea lor reunita.
