Implementarea in Romania a agendei digitale pentru Europa. Studiu de caz: Sistemul national electronic de plata (Ghiseul.ro)

Abstract

Acest articol descrie succint conceptele de economie digitala, plata electronica si e-guvernare, urmarind evolutia acestora in contextul societatii digitale romanesti prin exemplificarea modului de implementare si evolutia sistemului national de plata electronica denumit, Ghiseul.ro. Cresterea numarului de utilizatori ai acestui instrument de guvernare electronica este specifica evolutiei accesului la serviciile de internet la nivel national si anume, constanta, insa greoaie, iar majoritatea conturilor active fiind localizate in zone urbane. Alegerea SNEP ca studiu de caz aflat la baza construirii acestui articol este motivata prin faptul ca evolutia acestui serviciu electronic guvernamental oglindeste fidel modul in care populatia Romaniei se orienteaza catre utilizarea unor solutii de tip e?guvernare si anume, populatia concentrata in mediile urbane vocalizeaza mai puternic nevoia adoptarii unor solutii guvernamentale digitalizate. La finalul articolului este disponibila o anexa in cadrul careia am colectat informatiile referitoare la numarul de institutii publice si volumul de utilizatori existent la finalul lunii noiembrie 2017, cu intentia de a putea fi de folos oricaror cercetari viitoare referitoare la evolutia sistemului national electronic de plata.
