Provocarile administratiei publice in guvernarea orasului inteligent

Abstract

Tot mai multe orase din intreaga lume se angajeaza in dezvoltarea unor strategii pentru a face fata provocarilor secolului XXI, ritmul schimbarilor este foarte rapid, mediul devine din ce in ce mai competitiv si economic imprevizibil. Guvernarea orasului inteligent presupune un leadership corespunzator, instrumente complexe, cresterea capacitatii administrative, imbunatatirea capacitatii cetatenilor, suportul politicilor nationale, resurse financiare. Administratia publica nu mai poate functiona ca simpla entitate ci impreuna cu alte sectoare (mediul privat si cel nonprofit) construind parteneriate pentru rezolvarea problemelor complexe si dezvoltarii unor orase inteligente. Scopul lucrarii este acela de a evidentia importanta pozitiei pe care o ocupa administratia publica in crearea orasului inteligent si care sunt provocarile cu care aceasta se confrunta. Lucrarea se bazeaza pe analizarea administratiilor publice atat din Europa cat si din afara acesteia pentru a observa diversele abordari in dezvoltarea oraselor inteligente.
