Evaluarea satisfacerii cetatenilor cu privire la performantele actuale ale resurselor umane

Abstract

Autoritatile administratiei publice trebuie sa implice cetatenii si, in general, comunitatea in ansamblu, in procesul de luare a deciziilor. Pentru a atinge acest obiectiv, se pot lua in considerare urmatoarele metode: A) Identificarea nevoilor cetatenilor prin chestionare, interviuri si focus grupuri. Grupurile de focus sunt folosite pentru cercetarea calitativa pentru a determina ce gandesc oamenii despre un anumit subiect. Un focus grup are rolul de a colecta informatii si de a identifica eventualele probleme. Cu toate acestea, nu este potrivit pentru solutionarea conflictelor. B) Organizarea de intalniri publice (audieri, dezbateri) in care sunt prezentate strategii bugetare, prioritati municipale, explicand serviciile si activitatile ce intra in responsabilitatea administratiei locale. Trebuie discutate problemele curente pentru se a obtine feedback?ul necesar cu privire la solutionarea acestora. C) Organizarea de sondaje de opinie utilizate pentru a afla punctele de vedere si atitudinile cetatenilor. Un sondaj bine condus va masura, de asemenea, nivelul de cunostinte al cetatenilor pentru a?si aprecia si pentru a se baza pe opiniile si atitudinile lor. Efectuarea unui sondaj de opinie ar trebui facuta de institutii specializate care ofera o mica marja de eroare. Dar este si cel mai rapid si mai sigur mod de a afla opiniile publicului.
