Schimbare si inovare in organizatiile publice din Romania

Abstract

Criza economica si financiara, globalizarea, schimbarile climatice si demografice, accentul pe cresterea valorii publice impun ca administratiile publice sa rezolve aspecte sociale si economice complexe, sa elaboreze si sa aplice politici si strategii adecvate. Alte provocari importante se refera la imbunatatirea calitatii serviciilor publice, reducerea costurilor, utilizarea resurselor cat mai eficient si creativ, imbunatatirea calitatii vietii cetatenilor, promovarea unei participari active a cetatenilor in procesul decizional in scopul realizarii unei administratii publice centrate pe cetatean. In acest context, institutiile si organizatiile publice au nevoie sa-si regandeasca modul de functionare, sa aplice procese si mecanisme institutionale inovative in vederea cresterii performantelor, a eficientei si eficacitatii. Lucrarea vizeaza sa prezinte principalii factori de succes si barierele pentru inovare si sa interpreteze informatiile rezultate din sondajul referitor la evaluarea perceptiei primariilor municipiilor privind factorii de succes si barierele la inovare in organizatiile publice din Romania.
