Orasul inteligent si decalajele digitale

Abstract

Importanta oraselor in viata sociala justifica actiunile necesare pentru crearea de orase inteligente. Orasul inteligent dupa parerea autorului trebuie analizat mai putin prin cantitatea de aplicatii IT implementate si mai mult prin optimizarea functiilor sale. Ideea de oras inteligent nu se poate separa de conceptul de eGuvernare si trebuie sa contina centrarea solutiilor pe cetatean si pe nevoile sale. Din caracteristicile unui oras inteligent: guvernare inteligenta, economie inteligenta, mobilitate inteligenta, mediu inteligent, populatie inteligenta, mod de viata inteligent rezulta initiative pentru implementarea acestor caracteristici. Exista decalaje intre orasele inteligente, atat functie de marimea lor, cat si locatia geografica. Decalajele digitale omniprezente se manifesta si in ceea ce priveste orasele inteligente. Exista corelatii intre locatia orasului si dimensiunea lui cu indicii nationali ai decalajului digital. Sunt prezentate aspecte specifice in orasul inteligent ale decalajelor digitale si politici locale. Evolutia rapida a noilor tehnologii digitale face ca in cele mai multe cazuri neadoptarea lor sa dauneze mai mult implementarii solutiilor de oras inteligent decat adoptarea lor prea timpurie.
