Centralizarea functiilor ITC in vederea imbunatatirii serviciilor publice

Abstract

Instrumentele ITC au aparut din nevoia de a automatiza procesele manuale si a oferi posibilitatea eficientizarii activitatilor de zi cu zi, cu scopul cresterii productivitatii. Aceste beneficii sunt resimtite in dubla perspectiva: cetatenii in calitate de consumatori de functii ITC au la indemana instrumente ITC din ce in ce mai performante cu ajutorul carora pot efectua diverse activitati intr-un mod eficient, castigand timp personal. De exemplu: dispozitivele smartphones, platformele e-commerce. Din perspectiva sectorului public, prin e-guvernare se pun la dispozitia cetatenilor servicii publice, imbunatatite prin disponibilitatea in mediul online si functionalitatea adusa prin integrarea cu servicii publice de la autoritati terte sau partenere, transformand astfel executia intregului flux intr-una 100% online, centralizata si functionala. Acest plan este pus in practica inca din 2007, autoritatile transforma serviciile publice in e-servicii, iar functionarii publici sunt instruiti sa le utilizeze si sa asigure gestiunea eficienta a acestora spre a creste zona digitala a sectorului public, atat la nivel de back-office pentru administrarea serviciului public, cat si la nivel front-office, in relatia cu cetateanul.
