Dans le contexte de l’actuelle communauté internationale et des relations internationales actuelles, en plein changement et de grande complexité, le droit international public se trouve en plein processus de renouvellement et d’accentuation de son caractere humanitaire. Il apparaît comme une garantie juridique de la paix et de la sécurité internationale, de la collaboration entre Etats et peuples et de la stimulation de leur progres
