On Planning in Pakistan

Abstract

Mr. Albert Waterston's book 1 is a lucid and comprehensive account of Pakistan's planning experience. The present reviewer, who has been intimately associated with the planning process for a number of years, cannot help admiring the excellence of his investigations into various facets of Pakistan's planning. Mr. Waters ton , in the preface of his book, very rightly draws attention to the paucity of literature on the organization and implementation aspects of development plans as compared with the ever-swelling stream of books and articles on the techniques of planning. This 'disequilibrium' in the literature on planning may partly explain the wide gap between "planning" and "performance"-a phenomenon very widely encountered in the developing world. The present study should help to make an important contribution towards the rectification of this imbalance in planning literature.
