Abstract

This paper analyzes Gaetano Mosca’s thought in order to enlighten some neglected achievements and to compare it with the Public Choice Theory. In spite of several studies that focus only on the power of the ruling class on the ruled majority, his perspective contains a deep analysis of the way a modern democracy functions and, in particular, of the relationship between politicians and voters.
