La seguridad social en el Perú: su eficacia y eficiencia a través del ciclo económico

Abstract

Este artículo se distingue de otros que tratan sobre la eficacia y eficiencia de la seguridad social por discutir la eficiencia a partir de la tipificación de funciones de producción y, sobretodo, por incorporar al ciclo económico en el análisis del funcionamiento del IPSS, al sostener que la racionalidad, y por tanto el comportamiento, de los agentes involucrados se operacionaliza de manera diversa, según el contexto económico en el que se encuentra. La importancia de incorporar esta dimensión temporal en el análisis de la eficacia y eficiencia del IPSS nos permitirá afirmar la existencia de dinámicas cíclicas en el sistema de seguridad social.
