Relaciones de causalidad entre gastos e ingresos del Gobierno

En las últimas décadas, el gobierno ha sido un agente económico que ha originado grandes polémicas acerca de su rol y tamaño en la economía. Un importante indicador de este rol es el Déficit Fiscal, el cual refleja un exceso de gastos del gobierno sobre sus ingresos. Pero la situación es más compleja que una simple comparación entre estas variables; el reconocimiento del verdadero significado del déficit fiscal implica el entendimiento de las relaciones causales que existen entre gastos e ingresos del gobierno. Recientemente, varios economistas han formulado divergentes teorías acerca del comportamiento del gobierno. A menudo, el punto de divergencia surge en los supuestos, los cuales se formulan a priori, acerca de las relaciones causales entre las variables involucradas. Por lo tanto, este estudio busca señalar cuan plausibles son los supuestos usados para que sirvan de base futuras especificaciones de modelos que traten del comportamiento del gobierno como agente económico. Para ello se analizan los gastos e ingresos del gobierno peruano en el período 1950-1984.
