Abstract

Los graves desequilibrios externos que enfrentan la mayoría de las eco- nomías latinoamericanas representan uno de los problemas recurrentes de es- tas economías. Al principio de la década del 70, debido al fácil acceso de es- tos países a los mercados internacionales de capitales, el endeudamiento ex- temo fue el instrumento a través del cual se evitó temporalmente la inminen- te crisis en el sector externo, resultante del abrupto cambio en el precio del petróleo. A pesar de que las tasas de inflación estaban creciendo, las políticas expansivas fiscales y monetarias mantuvieron a las economías creciendo a rit- mos históricos
