Abstract

Dos de los problemas más serios que enfrenta la economfa peruana son el de crear empleo productivo y el de albergar en viviendas adecuadas a una población que crece en forma extremadamente rápida. En la discusión sobre problemas de empleo y de desarrollo económico, frecuentemente se plantean politicas destinadas a la solución del problema de vivienda, solución que tendria repercusiones sumamente favorables para el empleo de personas desocupadas o dedicadas a actividdades poco productivas. Muchos economistas consideran que el costo para el pafs de aumentar rápidamente el stock y la calidad de las viviendas es bajísimo, puesto que podría lograrse con sólo movilizar recursos prácticamente ociosos.
