Abstract

While much is written about developing scenarios, there is little evidence of how futures work has been used by policymakers. This suggests that the good ideas generated in such processes rarely penetrate the policy process in a meaningful way. This article offers a number of possible explanations for why that might be the case as well as brief suggestions for improving the take-up of scenario thinking. It highlights the need to use networks of personal contact to embed scenario thinking in the routines of policy development.
