Tenencia precaria de la tierra y políticas públicas en Jujuy, Argentina. Un análisis de los vínculos entre provincia, nación y pueblos originarios

Abstract

El objetivo de este trabajo es analizar las políticas públicas y la legislación nacional y provincial destinadas a garantizar los derechos territoriales de las comunidades indígenas en la provincia de Jujuy. Nos enfocamos en el abordaje de un programa de regularización de tierras implementado en la provincia. Nuestra hipótesis es que esta política novedosa surge como resultado de un cambio en la visibilidad de estos actores a nivel nacional y no por presiones desde la sociedad civil. Los resultados de esta investigación permiten sostener lo anterior, así como comprender el rol y las transformaciones del Estado provincial y las comunidades indígenas en el proceso.
