Evaluando políticas de desarrollo humano: el caso de la agenda de política pública en el Perú

Abstract

El presente artículo analiza la influencia del enfoque de desarrollo humano (HD) en la agenda de política pública peruana. Se examinan dos políticas de desarrollo humano aplicadas en el Perú para mostrar cómo pueden incorporarse los principales elementos del enfoque de capacidades de Amartya Sen en la evaluación de políticas públicas. El análisis muestra que reconocer el elemento de agencia humana implica un diálogo permanente entre políticos, técnicos y ciudadanos para establecer la agenda política de desarrollo humano. Este diálogo permite determinar conjuntamente cuál es el ser y hacer que la sociedad desea priorizar y, así, contribuye a implementar políticas de desarrollo humano más efectivas.
