Descentralización y desarrollo económico local: ¿puede la descentralización ayudar al desarrollo económico local y la reducción de la pobreza en el Perú?

Abstract

Este documento examina la conexión entre descentralización y desarrollo económico local y la reducción de la pobreza. Considera el caso del Perú debido a su larga historia de centralización, y analiza específicamente dos departamentos que han obtenido resultados distintos: Lambayeque y Huánuco. Este documento propone que el vínculo es positivo cuando la transmisión de los recursos y las responsabilidades va acompañada de esfuerzos para aumentar las capacidades. Esto se prueba mediante un análisis cuantitativo y cualitativo de los dos departamentos. Aunque los resultados no son definitivos, debido especialmente a los problemas para medir la descentralización, estos apuntan hacia la conclusión de que se necesita un nivel mínimo de capital humano para transformar la descentralización en desarrollo económico.
