Valorando los recursos naturales y su incorporación en las cuentas nacionales: el caso minero peruano

Abstract

El presente estudio emplea el método del precio neto para estimar la depreciación del capital natural y el verdadero producto nacional neto del sector mineroperuano durante el período 1992-2001. Las estimaciones muestran que aproximadamente el 38% del ingreso anual minero del Perú registrado por el Sistema de Cuentas Nacionales corresponde a la depreciación de sus recursos naturales y, por lo tanto, no representa el verdadero ingreso económico. Este valor de pérdida de capital natural superó ampliamente el aporte realizado por el Estado peruano a través del Canon Minero durante el período en análisis. De este modo, la reinversión de la renta proveniente del sector minero fue menor que la pérdida del recurso natural, lo cual implicaría que la regla de Hartwick no se cumplió para el caso de la minería en el Perú, al menos durante el período estudiado.
