Concesiones de infraestructura en el Perú: recomendaciones a la luz de la teoría de subastas

Abstract

La cartera de inversiones privadas en concesiones de infraestructura en el Perú, para el período 1999-2001, será de US$ 13,700 millones. Debido a ello, es sumamente importante que el proceso de otorgamiento de las concesiones se haya efectuado de la mejor forma. Es decir, que se adjudique la concesión a aquella empresa que pruebe ser la más eficiente. El propósito de este trabajo es recoger, a partir de la teoría de subastas, las principales aplicaciones de ésta a la concesión de obras de infraestructura. Se analizan, además, las ventajas y desventajas de los principales mecanismos de licitación (plazo fijo y plazo variable). Finalmente, se realizan algunas recomendaciones básicas para lograr que el mecanismo de licitación alcance los objetivos propuestos.
