La inversión extranjera reciente en el Perú y el desarrollo competitivo

Abstract

El foco de análisis del artículo es la inversión extranjera reciente en el Perú, en el marco de la nueva estrategia de desarrollo. Examina los cambios en la composición de los flujos recibidos, las nuevas características de los mismos, los factores explicativos y su significación desde la perspectiva del desarrollo competitivo buscado. Se concluye que es necesario articular una estrategia explícita de desarrollo, un marco regula torio y una gestión macroeconómica que tengan como objetivo principal enriquecer el acervo de conocimientos tecnológicos del Perú. Dicha política debe incluir un desarrollo institucional orientado a incrementar "la capacidad social de absorción tecnológica", a fin de que la contribución de las empresas transnacionales y la inversión extranjera den lugar a un proceso de aprendizaje industrial y tecnológico que preludie las siguientes fases de innovación competitiva y la consecuente inserción dinámica en la economía internacional.
