Política monetaria y fiscal para el crecimiento económico con equidad

Abstract

No existe un conflicto fundamental, en principio, entre el crecimiento económico y la equidad. El documento llega a esta conclusión después de tratar temas como los efectos de la inflación sobre el crecimiento y la eficiencia económica, los elementos clave de una "buena" política económica, la política tributaria en países en desarrollo, las políticas de gasto diseñadas para alcanzar una mayor equidad, así como otros temas relativos a la pobreza y a la movilidad socioeconómica. En este sentido, a pesar de que los gobiernos no pueden modificar significativamente la distribución del ingreso de sus sociedades, se muestra que son las políticas del lado del gasto y no las políticas tributarias las que tienen un potencial mayor para desplazar la curva de Lorenz de la sociedad.
