Importancia de los enfoques nacionales y local en la planificación y gestión del desarrollo de Lima Metropolitana

Abstract

El propósito esencial de este articulo es examinar los alcances del planeamiento urbano de la metrópoli dentro del contexto del desarrollo nacional, regional y local, así como proponer algunas acciones concretas para alcanzar un manejo más efectivo y participatorio en la solución de los problemas distritales y metropolitanos. De modo más especifico, el autor sugiere que al abordar los problemas más importantes de la ciudad, mediante el manejo de la inversión en infraestructura y empleo, se obtendría como subproducto un aumento significativo de la productividad en la gestión urbana local, sin tener que acentuar aún más la injusta distribución de recursos nacionales entre los residentes de Lima Metropolitana y otras ciudades. De esta manera, concluye el autor, se concillarán las expectativas locales de mejoramiento de la calidad de vida con los obtivos de desarrollo contenidos en las políticas y planes socioecon om icos del país.
