La importancia del objetivo en la acción del Estado: el caso de los lácteos

Abstract

En este artículo se pretende evaluar los resultados de la acción estatal en el sector lácteo. Para tal fin, se examinará desde una perspectiva histórica (que gruesamente puede ubicarse a principios de la década de 1940) la acción del Estado en el sector, determinando así objetivos e instrumentos utilizados por éste. A partir de este análisis y de una evaluación de resultados, será factible establecer criterios para juzgar la efectividad de la acción pública y, por consiguiente, sugerir modificaciones que pudieran encaminarla en mejor dirección.
