Abstract

The EU Council initiated the public debate on the “Blue Belt” pilot project which took place in 2011 and was designed to promote shipping between ports within the EU (“small distance shipping”). The purpose of the “Blue Belt” concept is to create an area of maritime transport without frontiers, for intra-EU trade by simplifying and speeding up the administrative procedures based on the use of modern monitoring technical capabilities.
