Which policy for innovation in services?

Abstract

This paper proposes an analytical framework and rationale for service innovation policies and discusses the framework alternatives for policy implementation. Specific service characteristics and specific service innovation needs may require specific solutions. However, a service-oriented innovation policy is not necessarily aimed at specific individual service sectors. This article proposes a predominantly horizontal policy, going across sectors, based on service innovation being considered as a systemic dimension useful for any kind of economic activity.
