Assessing the economic impacts of the China-Brazil resources satellite program

Abstract

This article evaluates and analyzes economic impacts of Brazilian space activities in the local equipment suppliers, taking the case of the international cooperation program between Brazil and China for the development of two medium-sized remote sensing satellite CBERS (China-Brazil Earth Resources Satellite). This program was a landmark for the satellite's industrial capability-building policy conducted by the INPE (National Space Research Institute). The article uses a microeconomic approach, which aims to evaluate ex-post indirect impacts resulting from different kinds of learning obtained during the program execution. The results allow an international comparison and offer a systematic picture of the main difficulties and challenges that face local suppliers' networks of high-tech products.
