Abstract

Lord Carnwath is one of the common law world's leading jurists in planning and environmental law. Over more than half a century, Lord Carnwath has doctrinally developed planning and environmental law, both rules of competence and rules of limitation, and employed governance rules to make planning and environmental systems work effectively, efficiently, and equitably in practice. This reflection highlights Lord Carnwath's significant and long-lasting contributions to planning and environmental law and scholarship.
