Derechos humanos, educación inclusiva y cohesión social: tendencias contemporáneas en políticas educativas

Abstract

Este estudio investiga las relaciones entre derechos humanos, educación inclusiva y cohesión social en el marco de las tendencias contemporáneas en políticas educativas. Mediante un diseño de métodos mixtos que integra análisis documental de políticas educativas internacionales (N=25 documentos), estudio de casos múltiples (n=4 países de América Latina y Europa) y entrevistas semiestructuradas con 56 actores educativos, se examinan las articulaciones, tensiones y tendencias en la implementación de políticas inclusivas. Los resultados identifican cuatro tendencias principales: consolidación normativa del derecho a la educación (92.9% de los países), tensión entre estándares globales y contextos locales (85.7%), digitalización como desafío emergente (78.6%), y enfoques de cohesión social basados en competencias interculturales (71.4%). Las principales barreras incluyen formación docente insuficiente (89.3%), resistencia cultural a la inclusión (82.1%) y privatización de servicios educativos (75.0%). Se concluye que la realización efectiva del derecho a una educación inclusiva requiere trascender enfoques declarativos hacia políticas que aborden las barreras estructurales, formativas y culturales en contextos específicos.
