Renaissance de l'énergie nucléaire en Italie : Conserver l'impulsion

Abstract

Depuis l’adoption de la Loi n° 99 du 23 juillet 2009, l’Italie est au seuil d’un retour à l’énergie nucléaire, même s’il reste de nombreux défis à surmonter. Il convient de rappeler que la Loi n° 99/2009 contient des dispositions habilitant le Gouvernement à passer un ou plusieurs décrets fixant les règles pour le choix du site d’implantation des nouvelles centrales nucléaires, la procédure d’autorisation pour la construction, l’exploitation et le démantèlement de ces centrales, de même que les règles pour l’entreposage temporaire ainsi que pour le stockage définitif des déchets nucléaires. Le 15 février 2010, sur proposition du ministre du Développement économique, le Conseil des ministres italien a adopté le Décret législatif n°31/2010 (ci-après « décret ») mettant en oeuvre les dispositions habilitantes.
