La Convention sur la réparation complémentaire des dommages nucléaires : le catalyseur d'un régime mondial de responsabilité civile nucléaire

Abstract

L’énergie nucléaire peut apporter une réponse à nombre des problèmes urgents auxquels est confronté le monde. Elle constitue une source d’énergie propre, fiable et économique qui peut être utilisée pour répondre à une grande partie des besoins actuels en énergie, ainsi qu’aux augmentations anticipées des besoins dans le futur. Un recours plus important à l’énergie nucléaire pour produire de l’électricité permettra à des millions de personnes à travers le monde de bénéficier d’une qualité de vie meilleure et durable. En outre, en réduisant la dépendance aux énergies fossiles, l’énergie nucléaire peut réduire la volatilité des prix sur les marchés de l’énergie ainsi que les impacts des pénuries ou des interruptions potentielles d’approvisionnement. L’énergie nucléaire fournit également de grandes quantités d’électricité sans rejeter dans l’atmosphère des polluants tels que les oxydes d’azote (NOx) ou le dioxyde de soufre (SO2) ou des gaz à effet de serre comme le dioxyde de carbone (CO2). L’énergie nucléaire doit jouer un rôle d’une importance accrue afin de palier aux besoins énergétiques mondiaux, ceci afin de faire face de manière efficace aux changements climatiques au niveau mondial.
