Les marchés publics : Rapport de synthèse

Abstract

Les administrations sont de gros acheteurs de biens et de services et constituent d’énormes débouchés pour le commerce international. Mesurer de façon cohérente la taille des marchés publics dans un grand nombre de pays est une tâche ardue qui oblige à veiller attentivement à ce que, dans tous les pays couverts, les données nationales soient réunies selon des procédures harmonisées. Évaluer la taille des marchés publics devient encore plus complexe lorsque l’on tente de faire une distinction entre les administrations aux niveaux central et local, entre les catégories de dépenses (consommation ou investissements) et que l’on veut mesurer la part des marchés publics qui est théoriquement ouverte à la concurrence internationale (qui peut donner lieu à des échanges internationaux). Ce dernier indicateur est destiné à préciser les achats qui peuvent donner lieu à des échanges internationaux et exclut deux catégories d’achats publics supposés ne pas pouvoir le faire, à savoir la rémunération des fonctionnaires et les dépenses imputées à la défense nationale...
